The sphere of state and municipal procurement is one of the most dynamically developing areas of public administration. The article examines the system of public procurement that has developed in Russia, the ways of its further improvement and modernization. Much attention is paid to improving the efficiency of the use of financial resources in the procurement of goods, works and services for state needs as one of the elements of improving the technologies of budget formation and execution. Significant changes to the legislation on the contract system related to the requirements for the implementation of national projects were made in 2019. It is obvious that the norms of regulatory legal regulation of state and municipal procurement require systematization, a critical look and the development of further directions for improvement. When writing the article, legal, comparative and statistical methods of analysis were used. The implementation of the socio-economic development of the state is carried out on the basis of budget planning of revenues and expenditures, which include the main directions of expenditures related to the implementation of strategic and tactical obligations. State and municipal procurement is an element of the budget process that affects its value characteristics, determines the socially useful result, and contributes to the assessment of the quality of solving socio-economic problems facing the regions of the country.
