The study is dedicated to analyzing the problems of organizing freight transportation in the Moscow agglomeration, including road network congestion, environmental risks, and infrastructure limitations. The author identifies key challenges: imbalance in freight flows, inefficiency of multimodal logistics, and environmental consequences. Measures to address these issues are analyzed: the introduction of the Central Ring Road (CKAD) and the Moscow Transport Hub (MSD), synchronization of the regulatory framework (Transport Strategy of the Russian Federation until 2030), and the implementation of intelligent transport systems (ITS) and digital technologies (AI, GLONASS, blockchain). The results demonstrate partial effectiveness of the projects: redistribution of 50,000 vehicles per day to CKAD, a 12% reduction in delivery time using MADI algorithms, and a 30% decrease in "gray" transportation through the Unified Register. The necessity of a comprehensive approach is emphasized: development of multimodality, modernization of infrastructure, and risk-oriented planning.
