Improving the powers of the investigative body heads in the Article 39 of the Criminal Procedure Code of Russia

Reform of the preliminary investigation in Russia has caused significant changes in the powers of the investigative body heads, which led to a number of inconsistencies of certain provisions of the Criminal Procedure Code. This article discusses some of the proposals for improving the concept of «the investigative body head» and systematization of its powers taking into account the functional responsibilities and stages of the criminal process.
