Enhancement of the process of legal education and upbringing of officers of law-enforcement bodies and safety and security management

Introduction. The issues of legal education, legal awareness of citizens and enhancement of patriotic upbringing are particularly topical. Their improvement is necessary for the purposes of national security protection at an adequate level. Strengthening of the international standing of Russia is impossible without formation and development of legal education and the revision of functions and tasks of law-enforcement bodies (among them creation of a subject in the sphere of transportation security provision). Materials, Results of the Survey and Discussion. Corporate activity of law-enforcement bodies including scientific educational organizations needs development and enhancement. Necessity of studying certain special subjects is statutorily prescribed but such subjects as “Transport Law”, “Health and Safety”, “Transport and Technical Safety” are unauthorized. Advisability of the elaboration of the corresponding “ABC-books of law science” and obligatory studies of legal science and safety basics both at comprehensive and departmental organizations are argued. Conclusions. It is required to improve the whole educational system in view of peculiar features of the activity of law-enforcement bodies, training beginning with the early stages of personality formation by means of the development of cadet and suvorov organizations. One of the ways in this respect is the review and formulation of normative legal acts regulating the activity of law-enforcement bodies and their territorial units and services.
