The article considers colleges’ educational environment as a resource of vocational competence improvement for the colleges’ educational staff. The author reviews scientists’ different opinions regarding professional competence of the lecturer, and observes results of the higher education institution’s experimental measures aiming to upgrade psychological and educational professional skills of the teachers.
