Improvement of the System for Monitoring the Social and Economic Development of the Regions of the Russian Federation

This article examines the key determinants of the socioeconomic development of the regions of the Russian Federation. Six key factors (economic, demographic, social, material well-being, and scientific and digital development) influencing the level of economic security in the country’s regions are identified. Each factor is presented through its underlying structural components (each factor has seven components), which together represent 42 indicators. A methodology for assessing the integrated index of regional socioeconomic development is proposed, which is used to calculate and rank the regions. Based on the resulting ranking, the regions are divided into five groups (leading regions, regions demonstrating high, medium, and lower levels of development, and outsiders). Based on the data obtained, histograms were compiled indicating the degree of differentiation and asynchronous development of the territories. The rating was developed to differentiate regions by their level of socioeconomic development, identifying existing problems and contradictions in meso-level economic systems and subsequently developing recommendations for resolving and overcoming them within the framework of national and regional policy for the country as a whole and for individual constituent entities of the Russian Federation in particular. The methodology presented in this paper can be applied not only to analyzing the socioeconomic development of meso-level entities but also at national and global scales, taking into account adjustments, additions, and the potential for its use in various models for assessing regional economic development.
