The research problem and the rationale for its relevance. The article examines the challenges of improving the skills of pedagogical university instructors in the context of the digital transformation of higher education. The research focuses on the necessity of developing a professional development program to foster universal pedagogical competencies and functional literacy among pedagogical university instructors in the context of the digital transformation of higher education. In the context of the digital transformation of higher education, instructors face the need to apply digital technologies in their professional and pedagogical activities. The problem of insufficient methodological support in mastering modern digital educational technologies hinders their integration into educational activities. The goal of research is to identify the main problems in the development of universal pedagogical competencies and functional literacy of pedagogical university instructors in the context of the digital transformation of higher education and to create a professional development program to address this problem. The methodology (materials and methods). The methodology includes a systematic approach, encompassing the analysis of regulatory and legal documents and Internet resources, as well as a comparative analysis of diagnostic data on the implementation of the professional development program, showing the levels of development of universal pedagogical competencies and functional literacy of pedagogical university instructors.
