Improving change management in the regional health care system

In recent years a negative tendency in public health of the population and reduction of resource provision of the industry is observed. This is despite the fact that each of the participants of the Russian health quality monitoring system annually does a considerable amount of work. Thus, adequate quality of the Russian free medical care can't be fully provided. Therefore, there is a need for the introduction of new models of change management in the health care system of a region. The experience of foreign countries reveals new trends in change management in the health care system of regions that that are of practical and theoretical interest. The urgency of research is caused by insufficient development of the theory of change management in the health care system of a region in terms of typology and types of changes in the industry, the systematization of approaches to the principles of their management, as well as control algorithm of changes in the health care system taking into account peculiarities of the industry (difficulty of assessing the quality and results, the lack of right to make mistakes and uncertainty; need for close coordination between the various departments and high qualification of medical staff). There is a need for continuous revision of the General principles of change management of the health care system in the region to enhance its effectiveness. The article presents the author's development of a typology and specifying types of changes in health care. The author systematizes approaches to change management in regional system of the industry in terms of content and principles of their management. The concept of "change" in this area is clarified. On the basis of foreign models "EASER" an algorithm for change management in the health care system of the region is developed. The author gives recommendations for its implementation.
