Improvement of the legislative basis regarding the definition of the principles of local budget in the Russian Federation

The article attempts to analyze the normative-legal framework that determines the principles of local budget in the Russian Federation in comparison with the provisions of the European Charter of local self-government. The existence of local self-government and its role in the solution of national problems are inseparable from understanding the generally recognized principles of formation of local budget. The efficiency of local budget largely depends on the conceptual provisions regulating local self-government relations. At the present stage of local self-government reform, the application of the principles of local budget in full has not been achieved. The author proposes some principles of local budget, that fully reflect the contemporary nature of the reform of budgetary relations, as well as a number of additional legislative measures aimed at effective implementation of budgetary powers of local self-government bodies.
