Soviet militia of Yenisei governorate in 1920–1925

The study considers the features of the formation of the militia bodies of the Yenisei Governorate in 1920-1925 as well as analyzes the key areas of activity in the historical conditions of the end of the Civil War and the beginning of the New Economic Policy (NEP). The deployment of the system of law enforcement bodies in the region proceeded in the context of the struggle against the extensive White-bandit movement, which has a serious support especially in the south of the province. Recruiting former Red partisans into militia officers made it possible to relatively quickly resolve the issue of staffing. However, illiterate and incompetent people appeared in the ranks of the governorate militia, which affected the effectiveness of its activities. The main areas of work of the Soviet militia during this period of time included: the fight against banditry, home-distilled vodka brewing, child homelessness, and combating prostitution. In the early 1920 home-distilled vodka brewing has become widespread in the governorate: in 1924 the number of registered crimes related to the production of illegal alcohol came second in comparison with other types of offenses in the region. To combat banditry, the militia acted together with the troops of the internal service, this led to the eradication of political banditry by the mid-20s. The fight against prostitution took place in conditions of limited le-gal resources and was reduced to punishment for pimping and procuration, the organization of staged trials of prostitutes. Counteraction to child homelessness and its consequences took place in the form of liquidation of dens of homeless children, search for juvenile criminals and their transfer to the commission on juvenile affairs. The functioning of the militia of the Yenisei Governorate was complicated by the constant cuts in staff and funding.
