The article describes the main aspects of functioning of the Far Eastern rural cooperatives as the economic system under the New Economic Policy. The rural cooperatives activities in the Far Eastern grain market, the development of its special types is shown. We prove that the business environment shaped the Soviet state’s desire to monopolize agricultural markets. Monopolization policy contradicts the official declarations about the priorities of rural cooperatives as a market entity. As a result the rural cooperatives could not consolidate the status of main purchaser of peasant production.
