The soviet social policy in the post-war period (1945-1953)

The study described the achievements and difficulties, the remaining challenges of the social policy in the post-war Soviet state. The abolition of the ration card system led to the social effects. Derationing had not been properly implemented. Commodity reserves were available only in Moscow and Leningrad while other areas suffered from the lack of consumer goods. The research analyzed wage rates, housing conditions of the vast majority of people in Russia, the modalities and results for the 1947 monetary reform and its social and economic impacts. The author revealed the challenges met by personnel departments, including the decreased number of national economy workers and employees, the deteriorating composition of employment. To address the above-mentioned issues, the Ministry of Labor Pool was established to attract and train different employees (mainly rural youth). The research discussed the achievements of the Soviet power (free medical care, education, pensions) that, however, had no significant impact on the lives of most citizens.
