The article examines the situation and development of Soviet cinema during the NEP period. In the early 1920s, the Soviet state faced economic decline, which seriously affected the film industry, leading to the closure of most cinemas and the shutdown of film studios. The situation began to improve with the introduction of the NEP, which contributed to the revival of commercial elements in cinema. During this period, attempts began to combine the screening of entertainment and propaganda films. In the 1920s, the Soviet government took measures to strengthen the economic base of the film industry by reducing taxes and issuing loans for the distribution of film projectors in villages. Preferential tariffs were established for various types of film distribution. Considerable attention was paid to documentary, educational and propaganda films, which contributed to the use of cinema as a media and ideological propaganda. The end of the NEP was marked by a transition to stricter state control over the film industry, strengthening the propaganda component in films.
