The Soviet-Afghan relations were ranked secondarily in the system of USSR international relationships before 1978 April Revolution in Afghanistan. But in different historical periods USSR was obliged to pay more attention to Afghanistan in terms of the Soviet Union security requirements. The Soviet-Afghan relations progressed more in 1955-1978. The positive potential of bilateral relationships has been developed in this period and Afghanistan was transformed into important securing element of Soviet national interests in the Middle East. The Afghan authorities didn't support the attempts of the USA and their allies to draw Afghanistan into the block policy, to give the economic assistance in exchange for its political concessions. The royal and republican regimes were obliged to go on rapprochement with the USSR. The economic and military-technical cooperation became the main content of the Soviet-Afghan relations. The left democratic organizations of Afghanistan stepped up their activities in the sixties of the twentieth century. The Soviet authorities, foreign departments of the USSR represented by the International Department of the Central Committee of the CPSU, the KGB and the Ministry of Foreign Affairs of the USSR made contacts with the PDPA, which declared socialism in Afghanistan in its program. Secret ties with allies in other countries were an objective condition for foreign policy tasks solving by the superpowers according to the international situation of that time, which could be characterized as the struggle between two opposing social and economic systems for the influence in the world. Informal and secret support for the PDPA from the Soviet Union predetermined the formation of confidence in its forces of the party leaders and developed the course for taking power in Afghanistan.
