In the late 20th - early 21st centuries sociologists, economists and psychologists of Russia note a huge increase in the number of street and street children. Suffice it to say that according to official statistics alone in Russia about 700,000 orphaned children and about three million street children. The enormous increase in the number of such children and adolescents makes the problem of their socialization one of the highest priority State problems. In fact, scholars argue, modern Russian society is experiencing a state of confusion in terms of solving problems related to orphans and street children. Thus, the social issues facing socially oriented systems sciences today - such as sociology, pedagogy, psychology and medicine - are the most acute. Preventive work with crisis families, orphans and children without parental care plays a crucial role in addressing the problem of social orphans. The main body of work in this area is carried out by the social guardianship, education and law enforcement agencies. For the State, the problem of prevention of social orphans is of utmost importance.
