International law has always evolved and will evolve. The international legal order created in the post-war period with the central role of the UN and universal international legal instruments has effectively ceased to operate in the context of systemic confrontation between the West and Russia. The main multilateral treaties and agreements aimed at preventing nuclear tests, maintaining nuclear parity, limiting arms and dangerous military activities have practically ceased to operate due to the unilateral withdrawal of the United States or the suspension of their action in response to this by the Russian side. A sharp increase in interest and competition for the resources of underdeveloped regions, primarily the Arctic, should be expected. The next steps will be the “offshore” spaces of the World Ocean. At the same time, advances in technology, especially in such areas as artificial intelligence, biotechnology and renewable energy sources, will continue to shape the new political economy of global development. In this regard, the international community is coming to understand the need to create norms of international law governing international relations at a new stage of their development.
