The research of defense enterprises in different regions of the Russian Federation showsthat the key problems in enterprises ofthe military-industrial complex are general. In Russia there is a serioustechnological gap of the Russian defense industry from leading industrial Nations. Moral and physical aging oftechnologies, equipment andproducts to stop so far failed. The Development Programme to2020 built on importsubstitution and infusion of large sums is intended to restore the power of military-industrial complex. The recentlytaken measures by the state have resulted in the increase of the share of military production in the total production ofthe industry. Particular emphasis should be placed on the development of technological base, ensuring the productionof space means the world level, said the head of state. The growth of investment in the industry in 2011 was 116 percent compared tothe level of the previous year. Fundsare used to purchase new equipment, modernization of the test infrastructure, creation of new production facilities.Production growth in the defense industry exceeds the rate in other industries.
