Contemporary financial problems in Russian shipbuilding

Period of 1991-2011 for russian shipbuilding can be divided into three phases: inertial, market and modern. And each phase has a pequliar financial basis. The period from 1991 till 1995 was devoted to outfitting and delivery of ships laid down before the year 1991 and was based on the old contracts direct payments from the state budget Second phase (1996-2011) compelled the shipyards to operate on free market almost without any state support. Surprisingly the shipbuilding industry managed to get out with a remarkable success. Several financial management methods were proposed, developed and proved. Rather unexpectedly in 2012 industry was withdrawed from the market by the means of ample state orders. An astonishing phenomenon heaved in sight: a monopoly (industry) faced the monopsony (navy), and both were state owned. This fact raised a lot of problems.
