The article is about description of global ratings: the causes of appearance, methodology, the principle of operation, advantages and disadvantages. As well, there is an important problem related to a law value of Russian university rankings in the article. The governmental program «5-100» was formed to increase the rival of Russian universities in global ratings, which is described particularly in article. At the moment this program seems not working according to expert opinions.
