The scientific article examines the theoretical and practical aspects of the implementation of forms of combating corruption relations within the framework of measures to de-shadow the economy. Attention is focused on the historical features of the evolution of the nature of interaction between representatives of state institutions and the business community. The purpose of the study is to study the theoretical and practical aspects of anti-corruption policy as one of the basic elements of de-shadowing of the economy at the national and regional levels. The methodological basis was the work of foreign and domestic scientists devoted to the study of institutional interaction between the state, society and business in the framework of ensuring sustainable socio-economic development. The main result of the work should be considered the analysis of the genesis of forms of income generation by subjects of socio-economic relations using the example of the Russian state. The influence of the following factors on the implementation of anti-corruption measures is substantiated: general principles of functioning of corruption relations in developed countries; features of the modern development of the Russian state and regional features of ensuring anti-corruption. The nature of the influence of the development of corruption relations and the features of the evolution of the national system of interaction between government and business are analyzed. Attention is focused on the need for a comprehensive socio-economic approach to studying the essence of the corruption phenomenon and developing mechanisms to counter it. The article substantiates the mandatory nature of the presence of a system of moral and ethical guidelines accepted by the population.
