Modern features of bidding under the contract system

The article provides an overview of the features of bidding under the contract system. Such positive characteristics of modern procurement rules for government needs as a combination of the state’s economic interests related directly to meeting the needs of the procuring party in certain goods at the lowest price when meeting the requirements for the procurement object, with the encouragement of the most competitive Russian manufacturers, are noted. At the same time, a number of shortcomings of the contract system were identified, related, inter alia, to the lack of certainty in the rules for describing the procurement object, while the description ensures the attraction of a sufficient number of bidders, thereby ensuring competition, as well as the possibility of misleading bidders with a description of the procurement object.
