Determination of the poverty line can be done according to different methods and using different criteria. Modern research leads to the understanding that poverty should be assessed not as an absolute phenomenon, but as a relative one, which is determined not only by income for each family member, but also by opportunities or restrictions on access to better quality goods, services in education, health care, etc. Most developed countries use a differentiated approach to determine the poverty line, taking into account the number of family members, their age, etc., and also begin to use non-monetary indicators for assessing relative poverty. In Russia, poverty is still measured by the level of income and expenditure, excluding other indicators. It is necessary to improve the system for calculating the level and boundaries of poverty, taking into account current trends.
