Modern problems of protecting lands reserved in order to create and expand specially protected natural areas

The article reviews the modern problems of protecting lands reserved in order to create and expand specially protected natural areas. The author notes that land usage limits reserved for creating specially protected natural areas and set by federal legislation do not provide protection from the negative impact of economic and other activities. Thus, the ability to keep the reserved land until its transference into public ownership and the consequence, as well as the possibility to create specially protected natural areas by means of reservation, are challenged. The author examines the federal and regional legislation in the field of public relations, identifies issues and conflicts, and suggests ways to address them.
