Modern ways of forming the personnel reserve of the civil service in the Russian Federation

In the context of digital transformation of public administration, aging workforce, and declining interest of young people in public service, the formation of an effective personnel reserve becomes one of the key tasks of HR policy. The article examines current approaches to building a personnel reserve for the public service in the Russian Federation and the main challenges associated with this process. The aim of the study is to analyze contemporary methods for developing the personnel reserve in Russian public administration. The research is based on the analysis of modern academic literature on this topic and the results of an empirical study conducted via a sociological survey involving 144 civil servants from various Russian regions. The findings reveal several pressing issues in HR policy, the most critical being the aging workforce and the resulting difficulty in attracting young professionals. Particular attention is paid to the lack of transparency in selection procedures, limited career prospects, and the weak integration of educational programs into the personnel training system.
