The modern labour market places high demands on the quality of the labour force. Competitive employees having the necessary set of competencies serve as a reserve for improving the efficiency of enterprises. How to manage the competency-based competitiveness of specialists is becoming a relevant issue. The research considers the concepts of competence, competitiveness, competency-based competitiveness of the employee, identifies a dual approach to the management of the competency-based competitiveness of the employee involving the development of the employee’s competency model, on the one hand, and the competence building process, on the other hand. The paper reviews the approaches to the creation of the competency model. The study presents a three-stage consecutive model for the competency-based competitiveness development in the system of continuing education. To manage the competency-based competitiveness of specialists, the author proposes a cluster approach, which involves the creation of clusters of continuing education on a sectoral and diversified basis.
