Creating favorable conditions for the development of tourism in the Kamchatka territory: the state and prospects of legal regulation (part 1)

The authors present a study of the current state of conditions for the development of tourism in the Kamchatka territory in the aspect of the analysis of strategic planning documents for the socio-economic development of the region, as well as existing regional regulatory legal acts, which protective and regulatory impact of the norms is directed at the tourism sector. Within the framework of interaction of state authorities of the subjects of the Russian Federation with the Federal Tourism Agency, it is possible to discuss the issue of creating a block of modal legislation of the subjects of Russia and regulatory legal acts of local self-government bodies of tourist territories as a separate measure to improve regulatory legal regulation in the field of tourism in order to ensure its development, taking into account regional peculiarities and the requirements of the Russian legislation on regulated visits for foreign citizens of certain territories of Russia. It is also possible to formulate initiative proposals by the executive authorities of the subject of the Russian Federation in terms of regional sectoral legislation on tourism and tourist activities. The authors will formulate specific proposals for the development of the corpus of normative legal acts, as well as their content in the second part of the study.
