The article deals with the problem of labour force mobility at the domestic level. The author establishes that the main task of the human resources management is the predictability of its mobility, which contributes to the state economic progress. The author comes to the conclusion that creation of a global database of personnel reserve will overcome spatial heterogeneity factor of the regions and the labour force volatility (manifestation of which is the spontaneous mobility) by virtue of the correlated correspondence between federal and regional economic development priorities during synchronization of multi-directional and heterogeneous labour mobility.
