The history of establishment and general characteristics of the St. Petersburg judicial chamber (1866-1917)

As the author postulates the modern Russia passed through the serious way of establishment of an effective judicial system, constituting its activity on the democratic principles of justice. The further judicial reform should be performed with taking into account the positive Russian historical experience. In the article the common characteristics of the St. Petersburg Judicial Chamber are given.
