Creation competitive relations in the housing market, affecting the reduction of the cost of residential premises

This article examines the parameters that define the standards for assigning residential real estate to a certain category: the location of the object, the architectural, construction and engineering characteristics of the object, the level of arrangement of buildings and the house area, the organization of management and operation of the object. An analysis of factors that determine attractiveness and influence the market value of housing or the rental rate has been carried out. Based on statistical data on the cost of housing in the Russian Federation for the ten-year period from 2010 to 2020. The reasons for the rise in housing prices in the primary and secondary markets have been identified. Methods have been proposed to create a more competitive environment on the real estate market by introducing three real estate funds: social housing, which can be built by the state and handed over to those in need, income housing, which can be built by individuals together with the state, a reserve (maneuverable) fund. Tools have been identified with the help of which the market can be made self-regulatory, as well as reduce the rise in real estate prices, which will improve the conditions for the development of human capital and create competitive relations in the market with the participation of the state or municipality.
