The article provides a research analysis of the most popular modern methods and tools for stimulating and motivating personnel, which can be applied by state and municipal authorities in the formation of a motivational system. The relevance of the study is due to the fact that at the moment there remains a large proportion of state and municipal institutions that have not adapted the new mechanisms for stimulating labor activity within the framework of their human capital management system. The article discusses the theoretical aspects of the concept of "motivation" and methods of management of motivation. The article describes the characteristics of the most relevant technologies and tools for labor motivation when creating a motivational system for state and municipal employees.
