Creation of the professional staff training system in Buryat-Mongolia in the 1920s-1930s: achievements and problems

The article describes the main directions of the state staff policy in Buryat-Mongolia in the 1920s-1930s, identifies its achievements and problems. Under the conditions of the Soviet socio-cultural modernization, as a result of a series of state measures in the republic, an integral system of training personnel of higher and secondary qualification was created. The main characteristic features of this process were the creation of the material basis, search of different forms of financing, priority development of the pedagogical educational institutions. Special attention was paid to the processes of «indigenization» for forming national staff. One of the most important recruiting channels was sending specialists to the republic from the central cities of the country. Alongside, during the period under study, the residual principle of financing cultural and educational institutions was formed, the technocratic approach, the priority of quantitative indicators instead of qualitative ones in determining the achievements of public education were formed.
