Создание технологий двойного назначения: опыт Китая

Одной из важнейших задач Китая на текущем этапе является достижение гражданской и военной интеграции (CMI), а также разработка передовых технологий двойного назначения. Используя различные инструменты, такие как стимулирование местных инноваций и приобретение доступа к иностранным технологиям и ноу-хау, Китай стремится получить глобальное инновационное лидерство, обойдя США и Европу, что приведет в будущем к серьезным последствиям в гражданской и военной сферах. В странах Европейского союза в настоящий момент нет сильных, скоординированных стратегий содействия развитию технологий двойного назначения и их протекции. В результате разрозненной европейской политики Китай либо догоняет, либо превосходит европейские возможности в отношении большинства технологий двойного назначения с помощью единой государственной политики, общегосударственной нормативно-правовой базы и финансовых инвестиций, а также путем получения разнообразными способами доступа к европейским инновациям и технологиям. В статье рассмотрены ключевые области разработок технологий двойного назначения в Китае. Цель статьи состоит в том, чтобы показать, какие задачи стоят перед Китаем в развитии технологий двойного назначения, а также выявить инструменты реализации указанных задач.

Creating double destination technologies: the experience of China
One of the most important tasks of China is gaining access to civil-military integration (CMI), as well as the development of advanced dual-use technologies. China is striving to gain global innovation leadership in the United States and Europe, with serious consequences in life and the military. In the countries of the European Union, there are currently no strong, coordinated strategies to promote the development of dual-use technologies and their protection. As a result of fragmented European policies, China either catches up with or surpasses European capabilities with regard to most dual-use technologies through unified government policies, a national regulatory framework and financial investments, and also by accessing European innovations and technologies in a variety of ways. The article discusses the key areas of development of dual-use technologies in China.
