Creation of conditions for the development of professional pedagogical qualification as management competence

Inner (readiness) and outer (legal regulating, perspective oriented, activity stimulating, communicate and informative) conditions for the development of professional pedagogical qualification are considered. Basically necessary condition of the qualification development is defined as the condition of innovation. It is pointed out that the integrity of the conditions constitutes to the development of professional pedagogical qualification in the unity of self organization and raising qualification aspects.
