Specialization as a way to transform the functioning of the institution of the commissioner for human rights

this article examines the transformation of the functioning of the institution of the Commissioner for Human Rights, which is expressed in the emergence of new models / specializations of the institution of the Ombudsman. It is noted that the trend of specialization of the functions of the Ombudsman is, among other things, to use its capabilities in the protection of human rights in certain areas of life. It is concluded that relations with specialized ombudsmen should be built on the principles of mutual respect and mutual information about their activities in order to achieve a common goal for all ombudsmen-the protection of violated human and civil rights and freedoms. Proposed changes related to: the consolidation at the constitutional level of the personnel and organizational and personnel powers of the head of state within the institution of specialized commissioners; the adoption of the Federal Law "On the basis of the activities of Specialized Commissioners in the Russian Federation" in order to unify the principles, functions, forms, methods (methods) and guarantees of the activities of specialized commissioners.
