The article analyses the fledging years of the Soviet education system after the October revolution. The author gives statistical data on literacy rate among population in Russia according to a professional census of factory workers of 1918. The author discusses the subject of forming the Union of Soviet Socialist Republics in 1922. The paper covers the question about shares of expenses for education in percentage terms to expenditures of the government budget of the USSR on education in different years of the Soviet power. The author focuses on the theorists of education. Anatoly Lunacharsky was a big supporter of vocational schools. The Russian teacher and the theorist Konstantin Venttsel endorsed the idea of freedom-based education. The article deals with the issue of forming the industrial proletariat, its education and national language competence, as well as teaching in the native language for numerous nationalities of Russia.
