The specification of the UN peacekeepers’ competence education and training for the host country local police activity monitoring

The UN police contingents take part in peacekeeping missions, form law enforcement bodies and monitor their activity. The UN police officer should be competent in the fields he (she) checks. UN peacekeepers’ training is conducted in accordance with international and Russian training programs and methods. There is some doubt in their effectiveness. The aim of the article is to analyze the peculiarities of cultivating the UN peacekeepers’ professional competence to monitor the host country local police activity. The worldwide police systems are built on functional specialization base. The UN peacekeepers’ training programs are charged with the task of cultivating the UN peacekeepers’ professional competence. As the analysis shows the «UN Police Personnel Training Program» and «Advanced Education Additional Program of the Russian and African States Interiors Personnel» lack their practical application. Both programs contain only general information, do not respond to real UN peacekeeping needs and do not develop actual peacekeeping competences. It is reasonable to conduct the pre-mission training of the UN peacekeepers to prevent, solve and investigate general crimes related to a particular UN mission territory. It will provide a practical direction to the educational process and cultivate the necessary competences.
