Specification and formation of priority directions of the regional cultural policy within the framework of sociology of culture

The state policy in the field of culture forms the areas of activity across the socio-cultural and managerial dimension. In reconciliation with the spheres and subjects of activity the goal in the field of regional culture is defined on a number of parameters. Within the framework of the current state policy of the Russian Federation the field of culture is considered a priority within the spheres of regional development. Culture understanding is the basis for the regional state policy in the area of social organization, at any stage of human development. The development of government policy in the field of regional culture is based primarily on the public interest and needs in a particular historic period. They are defined as the basic paradigms and principles and form a strategy for the development of state policy in the field of culture. The formation of a regional cultural policy is a complex, organized and state-run process. It is essential both at societal level and nationwide and aimed at keeping particular cultural features of every region. It is important to determine the paradigms of cultural development of the region in respect of dominant characteristics of each territory.
