Society exists and develops as a resulting sum of actual behavior (action, interaction and inaction) of social actors. Behavioral acts are implemented on the base of values, laws, formal and informal norms and rules. The behavior reflects the cultural characteristics of social institutions of a concrete society. Changing conditions of the external and internal environment actualizes the need to transform social institutions to ensure effective adaptation and development of society. Successful achievement of such a goal is possible, particularly, through the management of institutional transformations as a specific activity. In connection with this, this problem takes on special significance in the context of Russian cultural and historical conditions.
