Specification of property rights as an economic basis for the effective development of national industry by public-private partnership

The article is devoted to the analysis of institutional problems arising in the process of development and implementation of public-private partnership projects that are associated with the underdevelopment of the domestic institutional field, including its formal component, which provides effective specification of property rights. Property relations act as an economic foundation for public-private partnership. It seems obvious that without the existence of a fundamental division ofproperty into public (state and municipal) and private, there would be no partnership. Accordingly, to improve the effectiveness of the mechanism of public-private partnership in the Russian economy, it is necessary to improve the basis of this mechanism, namely, property relations.
