Based on the analysis of the obligations of the parties to the special investment contract, the author comes to the conclusion about its complex nature, combining private-legal and public-legal principles, with the predominance of the latter. It is concluded that the SPIC is classified as a form of public-private partnership and the need to improve investment legislation in general, and in particular, the adoption of a unified act on public-private partnership.
