Spiral Model of “Cultural DNA”: Integrating Cultural Codes, Neurobiology, and System Modeling in Political Cybernetics

The paper proposes a spiral model of cultural codes, defining the “Cultural DNA” and natural intelligence. The activation of these factors occurs with the assistance of attractors, bifurcations, and equifinality, functioning on different turns of the spiral. A module of the Euler diagram is presented to visualize the complex interrelationships between the “Cultural DNA” spiral and anthropo-sociogenic codes, the configurational connection of cross-elements, and the cross-programming of a common system. The Cultural Code Spiral is a fundamental component of natural intelligence, a gift of nature upon which the meaningful essence and socialization of the individual depend. In the political dimension, cultural codes act as a system-forming factor in the formation of state institutions, defining the mechanisms of political socialization, the principles of legitimizing power, and models of decision-making. They form the ideological foundation of the state, set value benchmarks for the political elite, and create norms of appropriate behavior. In the context of modern political cybernetics, cultural patterns ensure the efficiency of public administration, the stability of the political system, and the ability of society to adapt to a changing world. Studying these issues deepens understanding of the interaction between cultural and political development, which is crucial for improving models of governance.
