Controversial issues related to changing the type of permitted use in relation to agricultural land: problems of theory and practice

The authors examine the main problems that arise in the process of changing the type of permitted use of agricultural land, based on the current provisions of land legislation and analysis of materials from judicial practice that have developed in various constituent entities of the Russian Federation. In order to ensure legal certainty and uniformity of judicial practice, the need to improve existing land and civil legislation and adopt a special normative act regulating the procedure for changing the type of permitted use of such lands is substantiated.
