Comparative sociological evaluation of the access to the health care according to opinion polls

The article compares the results of independent surveys of the population and health professionals concerning the access to health care in the Russian Federation. Opinion polls were conducted in 2016, at constant time intervals. The study of the public opinion of the access to health care was conducted since April 22 till July 7, 2016 by the Audit Chamber of the Russian Federation, opinion polls of health professionals were conducted by the Foundation of the independent monitoring of health services and the protection of human health "Zdorovie” with the use of the "Doctor’s Handbook” software (application) for mobile devices. Researches were carried out independently in different groups of respondents and revealed the comparable data that showed a decrease in the availability of medical care provided in the framework of the program оf state guarantees of free medical care for the citizens and the simultaneous increase in the volume of paid medical services.
