In the present article by means of the comparative legal analysis consider the current state and level of development of the conceptual framework of personnel policy in the authorities at the regional level. The concept of personnel policy in the system of state and local self-government bodies of the Republic of Bashkortostan, approved by the decree of the President of the Republic of Bashkortostan №УП-378 from 02.10.2012 was chosen as the legal basis of the study.
