Comparative legal analysis of the principles of organization of parliamentary and presidential forms of government in the context of constitutional reforms in Kyrgyzstan

The article presents a comparative analysis of the forms of government in Kyrgyzstan during the period of sovereignization. These aspects should create prerequisites for their institutionalization by peaceful means. Such innovations are confirmed by the need for constitutional reform, which takes place in the current reality in the Kyrgyz Republic, followed by changes and additions to the legal acts regulating the indicated areas of authority and competence of state bodies. Aspects affecting the problem of political responsibility of the JK KR and the Government of the KR in the process of their formation in the context of party affiliation, and, therefore, proportional representation in accordance with the requirements of the Constitution of the KR, are also considered. In the summary part, the results are substantiated, which, to a certain extent, will expand the theoretical and legal ideas about the role and social purpose of the highest representative body - the Jogorku Kenesh of the Kyrgyz Republic.
