The paper reviews vital, economic, aesthetic, political, social, and moral values of state educational standards for primary schools in Russia and China. Code for Students written in verse to learn it fast by students is an important part of Chinese Code of Primary School. The Russian Standard is created only for teachers and is not being studied by school students. A comparative analysis of these two standards reveal the similarities and differences in their value paradigms. The main difference concerns the political values. Thus, the Russian Standard involves the development of school students’ views on social justice, freedom, democratic values, whereas the Chinese Code does not include these categories. Love for the Communist Party of China is the first priority of this Code. The Chinese Code educates students in accordance with such principles of Confucianism as harmony, humanity, and respect.
