Discrepant interests of all the energy market participants are focused on the power rate. In accordance with it there arises a necessity to work out tools for rate policy formation enabling to come over a price compromise between energy manufacturers, its consumers and the state. Examination of the nature of ties between basic conditions of power rate formation and the consequences of its implementation made possible to formulate the principle requirements to the tools and methods of its achievement.
