Optimization and development of city’s logistics infrastructure is primarily aimed at maintaining the functioning of its life-support systems, which are the parts of economic, social, and institutional infrastructure. Rationalization affects such areas as city’s production logistics, trade logistics, as well as service and directly transports logistics. First of all, logistics infrastructure is aimed at integrating all areas of city’s functioning for the purpose of their efficient and coordinated work. Currently, in large cities of Russian Federation, the issue of rational and efficient organization of public passenger transport is quite acute, caused by the fact that the capacity of the road transport network and existing public ground transport routes, rooted in the 1970-1980s, has exhausted growth reserves. Moreover, competition from personal automobile transport, the widespread introduction of personal transporters, further increases the load on the existing road network. Which makes it relevant not only increase availability of transport, but also its comfort. According to the domestic and foreign practice, this task is unsolvable in large cities without the comprehensive development of a light rail ground transport network (primarily trams), as well as off-street transport (metro, city trains). Krasnoyarsk is currently one of the largest cities in the Russian Federation, having risen in population from 14th to 6th place over the past 10 years. As a consequence, the above-mentioned transport problems have become even more pressing. Therefore, the search for ways of comprehensive development of the public light rail and off-street passenger transport network is an urgent task of socio-economic development.
