The article is devoted to the study of territorial production complexes and industrial clusters in the field of studying economic systems of state-controlled and market types. It considers the experience of developing territorial production complexes in the conditions of the state-controlled economy and the fourth technological mode, as well as industrial clusters within the market economy. We have determined the key features of the formation of theories of distribution of productive forces on the example of territorial production complexes and industrial clusters, in particular the influence of the economic system and the impact of the technological mode on the development of industry. The article reflects the role of the state in the development of territorial production complexes and industrial clusters in the state-controlled and market economy. We have considered in detail the features of the formation of territorial production complexes and industrial clusters, and analyzed its key characteristics.
