Comparative review of the main provisions of federal laws on state and municipal procurement

The article provides a comparative review of the main provisions of the federal laws on state and municipal procurement, in particular, the Federal Law «On the contract system in the field of procurement of goods, works, services to meet state and municipal needs» dated 05.04.2013 N 44-FZ and the Federal Law «On placing orders for the supply of goods, performance of work, provision of services for state and municipal needs» dated July 21, 2005 N 94-FL. It is noted that 44-FL covers the entire cycle of ordering for state and municipal needs. It was determined that 44-FL equalized the possibilities of customers of all levels, a compromise was declared between the conclusion of contracts without procedures and the transparency of budget costs. It is concluded that by the end of 2022, the trajectory of the development of the contract procurement system has already been outlined - more and more towards the digital economy, which entails further and continuous updating of the legislative framework of the contract system.
